Where has the $87M donated by the US gone?

Five months after Haiyan, there's really very little going on to help the Filipinos affected by the typhoon. A question to our government: We received almost $400M in international humanitarian aid. Where is that money, and what the devil are you doing in Manila when 16 million of the people you're supposed to be governing are still suffering from Haiyan?
